S.J.Res.13 CRA: OCC Bank Merger Review Rule

Repeals a 2024 OCC rule that ended automatic approval of bank merger applications and set out how the agency weighs financial stability, management strength, and local effects such as job losses from branch changes, with closer review of mergers creating banks over $50 billion. The OCC had already withdrawn its policy statement in May 2025, but the Congressional Review Act repeal also bars the agency from reissuing a substantially similar rule.
