Twenty-six sections amending the Federal Water Pollution Control Act (33 U.S.C. § 1251 et seq., commonly the Clean Water Act). Weakens NPDES permit terms (Section 7) and water-quality standards attainability (Sections 2 and 4); narrows § 401 state water-quality certifications (Section 5); fast-tracks § 404 dredge-and-fill general permits and pipeline reviews. Imposes a 60-day filing deadline (Section 15) and state-certification decision windows (Section 5) that constrain pre-existing judicial-review pathways for CWA permit determinations under § 509(b) (33 U.S.C. § 1369(b)). Section 11 expands pesticide-discharge exemptions for FIFRA-authorized applications.
