Overturns D.C. law allowing noncitizens to vote in local elections. Congress overriding a locally enacted D.C. law violates the D.C. Home Rule Act of 1973, which grants the District self-governance over municipal elections. This is a federalism issue: D.C. residents — including noncitizen taxpayers — have no voting representation in Congress yet Congress can override their local laws.
