H.Amdt.373 to H.R.4365 FY24 DoD Approps Amendment — Defund Pentagon Unfunded Priorities List

Prevents funds from administering the Pentagon's 'unfunded priorities list' under FY24 Department of Defense Appropriations. The unfunded priorities list is a mechanism by which military services submit funding requests outside the Future Years Defense Program established by 10 U.S.C. §§ 221-222, enabling expansion of military spending beyond the President's formal budget request. Congress's power-of-the-purse authority under Article I, Section 9, Clause 7 of the Constitution requires appropriations to be made by law.
