Expands the Section 1033 program (10 U.S.C. § 2576a) by allowing the Department of Defense to transfer 'excess controlled property' to federal and state law-enforcement agencies. The amendment frames the expansion as restoring the program's original intent — an explicit rollback of the restrictions imposed in Executive Order 13688 (January 16, 2015) that were rescinded by Executive Order 13809 (August 28, 2017). The Section 1033 program is the statutory mechanism by which mine-resistant ambush-protected vehicles (MRAPs), grenade launchers, bayonets, and tracked armored vehicles have flowed to municipal police departments.
