WASHINGTON, D.C. — Rep. Pat Ryan co-sponsored HR 3045, the West Bank Violence Prevention Act, on December 23, 2025. He signed alongside Rep. Kweisi Mfume (D-MD-7), bringing the total to 114 cosponsors.
Rep. Jerry Nadler introduced the bill on April 28, 2025. On November 10, Nadler, Adam Smith, and Jim Himes sent a letter to the House Foreign Affairs Committee announcing they had reached 100 cosponsors. Ryan signed 43 days later.
What HR 3045 Does
The West Bank Violence Prevention Act would codify Biden's Executive Order 14115, which imposed sanctions on violent extremist groups in the West Bank. Trump repealed the order on his first day in office, January 20, 2025.
The bill authorizes sanctions — asset freezes and visa denials — against foreign persons who commit violence, destroy property, or force population displacement in the West Bank. It applies regardless of nationality. Groups previously sanctioned under the executive order included the Israeli settler group Hilltop Youth and the Palestinian group Lions' Den.
HR 3045 does not address Gaza. It does not restrict weapons transfers.
HR 3565 Comparison
HR 3565, the Block the Bombs Act, has 59 cosponsors. The bill would block transfers of 2,000-pound bombs, JDAMs, white phosphorus, and tank ammunition to Israel. Although these weapons have mainly been used in Gaza, aerial strikes and tanks have also been used in the West Bank.
Ryan has not co-sponsored HR 3565. When asked about the bill in September 2025, he told Doctors Against Genocide he was "getting there" and "needs to hear from more people."
